Election Integrity and Continuity Notice

I am publishing this notice because I have serious concerns about whether the treatment I have received from the Vancouver Police Department could hinder my ability to participate safely and fairly in Vancouver's 2026 municipal election.

After I reported being assaulted and robbed on June 28, 2026 — including the theft of identification and equipment important to my campaign — I repeatedly requested investigative follow-up, assistance recovering the stolen property and a safety plan. I consider the response inadequate and unusual. I am preserving correspondence, requesting records and seeking independent review of how the matter has been handled.

My campaign challenges existing approaches to fentanyl, Downtown Eastside drug policy and access to detoxification and recovery services. I am also examining publicly reported concerns about possible foreign interference in Vancouver politics.

News coverage in 2023 reported that a newspaper had reviewed purported CSIS intelligence concerning possible efforts by the People's Republic of China's Vancouver consulate to influence the 2022 municipal election. The reporting did not establish that Mayor Ken Sim knowingly participated in foreign interference or that the election result was altered.

I am also reviewing the circumstances surrounding the Vancouver Police Union's 2022 endorsement of Ken Sim and ABC Vancouver, which CityNews described as the union's first political endorsement. The VPU is a labour organization and is legally and institutionally distinct from VPD management.

Mayor Sim's first cousin is Hong Kong public figure Bernard Chan; Mayor Sim's father was Mr. Chan's uncle. Their publicly reported family relationship is relevant to understanding public networks, but a family connection — and a person's ethnicity — is not evidence of misconduct or foreign control.

I presently have no evidence proving that the Mayor's Office and VPD are coordinating to remove me from the election. I also have no reliable evidence that the VPU endorsement resulted from coercion, blackmail or foreign direction. Those possibilities must not be presented as established facts without credible supporting evidence.

What I do have are concerns, unanswered questions and documented experiences that warrant independent scrutiny. I am asking VPD, the VPU, the Mayor's Office and relevant public agencies to preserve potentially relevant records and respond transparently.

The public Evidence Deck at fentanylepidemic.ca is a structured source map about the institutions, research, law enforcement, business and communications surrounding the fentanyl crisis. Its public beta currently reports aggregate coverage only: it states that there are zero public cards and that person-level, adverse and unresolved material remains held for human review. The project itself says that a documented relationship, allegation, charge or official statement is not proof of wrongdoing.

I believe the continuing research may eventually bring forward evidence relevant to potential criminal conduct by public figures and institutions. That is a research concern, not a finding that anyone has committed a crime, and the current public beta does not establish criminal conduct beyond a reasonable doubt.

I am concerned that, if this work becomes more consequential, someone may try to stop it or remove me from the city and this election through arrest, physical harm or another form of interference. I do not presently have verified evidence of a coordinated effort to do any of those things, and I am not presenting that possibility as an established fact.

If my scheduled three-day updates stop, please bring this notice and the Evidence Deck to responsible local and national media and ask them to independently verify what happened. A missed update by itself should not be treated as proof of an attack, criminal conduct or election interference.
